I needed one certificate. So, I went to the institution to get it. As I needed it to present for the foreign office I had to make many stamps on it. So, for example, you take your certificate of birth from district office, than you must legalize it at regional office and then at the Ministry of Justice.
Of course, you pay each time for this. The higher you go, the more you pay. So, the question is - does it mean that the document issued by district institution isn't valid??? Why we should go through all those stages? It seems strange for me - it's like there is the only legitime institution - Ministry of Justice! So, what do the others do? Is it bureucracy? In fact, the real work is made at the lowest level and they are paid the least. I'm not sure that it's good way.
Also there are some documents, that you can't really get. At least, for me it's very contradictory. You make the document with the notary where he writes that the facts stated by your statement aren't checked????? Don't understand.... and of course, you pay! So, you can say whatever you want and no one checkes.... Is it correctly????
